CASW Constitution

ARTICLE I- Name

Section 1.  This chapter shall be known as the Campus Association of Social Workers (CASW).

ARTICLE II- Purpose

Section 1. It shall be the purpose of this organization to:  1. Become actively involved in voluntary social work.  2. Promote fellowship with the communities and agencies.  3. Promote fellowship within the Social Work Club.

ARTICLE III- Officers

Section 1.  Officers of this club shall be President, Vice President and Secretary.

Section 2.  Officers shall assume their office at the beginning of the fall term and serve to the end of the spring term.

Section 3.  In case a vacancy occurs in the office of President, the Vice President shall assume the duties of that office for the remainder of the term of office.  Vacancies of any other position shall be filled by election.

Section 4.  These officers and the CASW advisors shall be considered the Executive Council.

ARTICLE V- Duties of officers

Section 1. It is the duty of the President to preside at meetings, represent the organization, and appoint committees as required, subject to the approval of the Executive Council.   The President and advisors have the power to call Executive Council meetings.  The President is also responsible for furnishing the Secretary a list of all new members and also a list of those members who are not current in their dues so that they may be deleted from roll. 

Section 2. It is the duty of the Vice President to preside in the absence of the President and foster good public relations on the part of the CASW.  The Vice President shall also assume any other duties assigned by the President. The Vice President shall also post notices of CASW activities in the Pine Needle, This Week, and other areas to assure maximum exposure, and to assist in the coordination of activities with social work agencies as selected by the Executive Council. 

Section 3.  It is the duty of the Secretary to keep accurate records of meetings, to keep a current roll of membership, and to handle the inflow and outflow of correspondence.  The Secretary shall call roll at all meetings.   The Secretary shall also assume any other duties as assigned by the President. The Secretary shall assure that the faculty advisor has a copy of the minutes.

ARTICLE VI-Meetings

Section 1. There shall be at least one monthly meeting.  Meetings will be planned ahead of time and a calendar sent to all members at the beginning of each semester

Section 2. In order to satisfy Article VII, below, there shall be a membership roll call at the beginning of each meeting.

Section 3. Quorum for each official meeting shall be 2/3 of officers.

ARTICLE VII-Elections

Section 1.  Election of officers shall take place at the final meeting of the spring semester.  Officers will assume duties for two semesters beginning with the fall semester following elections.

Section 2.  Any official member is qualified to vote providing they have not missed more than three meetings based on the Secretary’s roll call records.

Section 3. Voting will be done by secret ballot.  Ballots will only be given to those members who meet voting eligibility requirements as stated in Section 2 of this Article.

Section 4. If quorum is not met on the final meeting of the spring semester then advisors shall appoint officers for the fall semester.

 

ARTICLE VIII- Recall

Section 1. All officers are subject to recall by a signed petition of at least 2/3 of the membership of the charter.

Section 2. Should a recall occur, Article IV, Section 3 will still apply.

ARTICLE IX- Executive Council

Section 1. Management of this organization shall be vested in an Executive Council, which shall be responsible to the entire membership to uphold this Constitution.

Section 2. This Council shall consist of the officers of the organization and the advisor(s) as an ex-officio member.

Section 3. It shall have the power to make necessary decisions in all matters not specifically acted upon by the CASW.

Section 4. CASW Advisor(s) may fill vacant positions in the event that CASW members are not actively participating in nor attending meetings.

ARTICLE X- Advisor

Section 1. There shall be a faculty advisor(s) who shall be a member ex-officio of the Executive Council.

Section 2. The responsibilities of the advisor(s) shall be to:  1. Advise and stimulate interest in the organization.  2. Explain the meaning and ideals of the organization.  3. Provide guidance in the development and implementation of programs and activities.  4. Serve as a liaison between the student body and the administration.

Section 3. It is the duty of the Advisor to keep accurate records of finances and to be responsible and account for the collection of any monies of the organization. 

ARTICLE XI- Committees

Section 1.  The President shall have the power to appoint any special committees, and the committee chairpersons, with the approval of the Executive Council.

ARTICLE XII- Finance

Section 1. Dues of $10.00 per semester shall be collected from every member.

Section 2.  These dues shall be used to help finance the activities of the organization, and to purchase supplies and other items as needed.

Section 3. The CASW realizes that many college students within the scope of tuition, books, or economic income may not be able to afford club dues as well.  Therefore, any person who cannot, for some valid reason, pay the CASW dues may join and be an active member. In the interest of confidentiality they should inform the President of their inability to pay.  

This person may make a donation of any amount and it will be considered their dues for that semester. 

ARTICLE XIII- Standards

Section 1. This Constitution may be amended by 2/3 majority vote of the membership.

Article XIV- Rules of Order

Section 1. Robert’s Rules of Order, Revised, shall serve as a basis for parliamentary procedure.
