OPEN ENROLLMENT RUNS OCT. 10 - Oct. 28, 2022, WITH CHANGES EFFECTIVE JAN. 1, 2023.

Open enrollment is the time of year to ensure current elections best meet the needs of you and your family. In addition to reviewing your benefits, consider other items such as verifying your beneficiaries or increasing your contributions to your retirement savings.

There are minimal changes to the State Health Plan and NCFlex benefits for the coming plan year. In addition to open enrollment information provided to you by your institution, open enrollment materials will be mailed to employees’ homes from the State Health Plan and NCFlex.

IMPORTANT 2023 OPEN ENROLLMENT INFORMATION

UNC SYSTEM GROUP TERM LIFE INSURANCE AND ACCIDENTAL DEATH & DISMEMBERMENT (AD&D)

The UNC System has partnered with Securian Financial to provide a consolidated life insurance plan that offers coverage for employees, spouses or domestic partners, and dependent children. The links below include important information about what’s available to you. Learn more about the coverage options available to you, special plan features and services and costs for coverage. You can also calculate your estimated monthly premium payment, which will be conveniently deducted from your paycheck.

Effective Jan. 1, 2023, University employees will no longer participate in the life insurance plan offered by NCFlex. As a result, all NCFlex life insurance coverage will be mapped to the existing UNC life insurance plan with Securian Financial. Please see the Open Enrollment FAQs and employee enrollment matrix for more information.

Effective Jan. 1, 2023, the UNC System will also offer AD&D coverage with Securian Financial. This new offering will replace the current AD&D coverage offered by NCFlex. Employees currently enrolled in AD&D through NCFlex will have their coverage automatically mapped to the new UNC AD&D plan for January 2023.

2023 Open Enrollment Benefit Changes and Updates

2023 BENEFIT CHANGES AND UPDATES:

  • No employee premium rate changes for the State Health Plan Base (70/30) and Enhanced (80/20) medical plans. (Note: The State Health Plan is changing the names of the 70/30 and 80/20 plans.)
  • Employees can complete the Tobacco Cessation counseling requirement before annual enrollment to receive the $60 tobacco wellness credit. For more information and instructions, see the links under the State Health Plan heading below.
  • Flexible Spending Accounts: 2023 health care flexible spending account (FSA) limit is $2,850. The rollover balance is $570. To view your current FSA balance, log into the NCFlex P&A Admin site.
  • NCFlex Updates and Reminders:
    • MetLife Dental rates for the High and Low options will increase for 2023. There are no waiting periods to change dental plans.
    • The Critical Illness plan will be moving to a new vendor, Voya. A new plan option will also be available.
    • The Cancer plan was renewed with Allstate and rates will decrease for 2023.
    • Neither the Cancer nor Critical Illness plan require evidence of insurability to enroll.
    • A new high option plan will be available under the Accident plan.

2023 Open Enrollment State Health Plan

STATE HEALTH PLAN

The State Health Plan will maintain its current premium rates for the 2023 plan year. As in prior years, all permanent employees must enroll in the Enhanced (80/20) plan if you do not want to remain in the Base (70/30) plan for the 2023 plan year.

2023 Open Enrollment NC Flex

NCFLEX PLANS

NCFlex will maintain its current benefit offerings for the 2023 plan year; however, some plans have been enhanced and others may have experienced rate changes. If you do not enroll for the first time or make a plan change, your current benefits will roll over, except for the Flexible Spending Accounts (health care, limited purpose health care, and dependent care), which require re-enrollment.  For the 2023 plan year, the Healthcare Flexible Spending Account (FSA) annual limit is $2,850 with a $570 rollover balance.

Other 2023 plan highlights include no evidence of insurability required for the Cancer and Critical illness plans and new plan options under the Critical Illness and Accident plans. Rates will decrease for the Cancer and Critical Illness plans and the High and Low option dental plans will have a rate increase.

NCFlex will send enrollment communications to employees’ homes throughout open enrollment. Several online webinars for employees to learn more about the plans and changes for 2023 will also be available.

HOW TO ENROLL: 

  • To complete your State Health Plan and NCFlex enrollment log into BraveWeb and select the eBenefits link.
  • To enroll in the UNC Securian Group Term Life, Accidental Death & Dismemberment (AD&D), Cancer, and Critical Illness plans log into BraveWeb and select the Empyrean link.
  • Verify your dependents. If you are enrolling dependents for the first time, make sure you have their Social Security numbers, and approved documentation. For a complete list of approved documents go to List of Required Documentation for Dependent Eligibility.
  • Review and update your beneficiaries if applicable for the Life, AD&D, Cancer, and Critical Illness plans. These plans will be moving to the new Empyrean platform for 2023 so log in to that system to update your beneficiaries.
  • Update your State Health Plan enrollment from Base (70/30) to Enhanced (80/20) if you do not want to stay in the Base (70/30) Plan.
  • Complete the Tobacco Attestation as part of your State Health Plan enrollment in eBenefits. For tobacco users to receive the $60 wellness credit, you must follow the instruction for the Tobacco Cessation requirement.
  • Enroll or re-enroll in the Flexible Spending Account for health care and/or dependent care.
  • Save your enrollment changes and print your annual enrollment confirmation statement to confirm that you have taken an enrollment action.
