Congratulations Class of 2013!

The University of North Carolina at Pembroke will hold separate Commencement ceremonies for students receiving undergraduate and graduate degrees. Approximately 607 undergraduate and 196 graduate students are expected to graduate.

Undergraduate | Graduate


UNDERGRADUATE STUDENT CEREMONY

The ceremony for undergraduate students will be held Saturday, May 4 at 9 a.m. in the Quad between Old Main and Livermore Library.

Approximately 610 undergraduate students are expected to graduate. Keynote speaker is Arlinda Locklear, a Pembroke native and Washington, D.C. attorney who specializes in American Indian law.

Parking is available on the south side of campus near the railroad tracks (across the tracks from the Livermore Library, Old Main, Oxendine Science Building and the Chancellor's Residence), accessible from HWY 711/Third Street. Additional parking is available north of Jacobs and Wellons Halls near the James B. Chavis University Center, accessible from Odum Street/Prospect Road. Handicapped accessible parking is available in the lots directly in front of Livermore Library, Old Main and Oxendine Science Building, accessible via University Road.

Please arrive early. Entrances open at 7:30 a.m. Entrances will be available on the north and south sides of the Quad. All guests should be seated no later than 8:45 a.m.

The UNCP Bookstore will be open between the hours of 7:30 a.m. and 2 p.m., and the Spirit Shop will be open in front of the D.F. Lowry Building from 7:30 a.m. to noon.

GRAD IMAGES will take a photo of each graduate during the ceremony. Information will be mailed after Commencement.

Dress for warm weather. Restrooms are available in the rear of Old Main and the front of Moore Hall and Locklear Hall. If you wish to use an umbrella to protect yourself from the sun or rain, please stand behind the seated area to not obstruct the view of others.


Schedule of Events

Undergraduates are to meet in the auxiliary gym of the Jones Athletic Center by 7:30 a.m.

Faculty and administrators are to robe and line-up in the D.F. Lowry Building (entrance west of Starbucks) by 8 a.m.

Trustees, Executive Staff, and the Platform Party, including deans, are to line-up in the Chancellor's Dining Room in the University Center by 8 a.m.

7:30 a.m. Entrances open for family and guests
8:55 a.m. Entrances close; Prelude by University Band
9:00 a.m. Procession of graduates, faculty, and platform party

A reception for graduates and their families will be held in the following locations subsequent to the Commencement ceremony.

The graduate student ceremony will be held Friday, May 3 at 7 p.m. in the Givens Performing Arts Center.

Approximately 196 graduate students are expected to graduate. Keynote speaker is Arlinda Locklear, a Pembroke native and Washington, D.C. attorney who specializes in American Indian law.

Parking is available on the north and south sides of the Givens Performing Arts Center and the east of the James B. Chavis University Center, accessible via Odum Street/Prospect Road. Handicapped accessible parking is available in the lot directly east of the Chavis University Center and University Center Annex and the small lot north of Givens Performing Arts Center.

Please arrive early. Entrance to the auditorium open at 6:00 p.m. All guests should be seated no later than 6:45 p.m.

The UNCP Bookstore will be selling roses and balloons in the lobby of the GPAC.

GRAD IMAGES will take a photo of each graduate during the ceremony. Information will be mailed after Commencement.

Keynote Speaker: Arlinda Locklear

Arlinda Locklear, a Pembroke native who has spent her career in Washington, D.C., working for American Indian rights, will be the speaker at the undergraduate and graduate ceremonies.

Arlinda Locklear“I can think of no better person to help the university officially close its 125th anniversary celebration at spring commencement,” Chancellor Carter said. “As a highly successful Lumbee woman, Arlinda understands the value of education in general and the special role UNC Pembroke has played and will play in providing opportunity to the people of southeastern North Carolina.   

“I look forward to a very thoughtful and inspiring message from a very accomplished woman who is a loyal UNC Pembroke supporter,” he said.

A former member of UNCP’s Board of Trustees, Locklear will give remarks on the university’s 125-year history and the Lumbee experience. This spring’s commencement events mark the final celebrations of UNCP’s 125th anniversary.

“First, I am honored to speak at UNCP’s commencements,” Locklear said from her Washington, D.C., office. “The experience of the Lumbee people and the history of the university are woven together tightly. I hope that I will do this proud history justice.”

Among the tribes that Locklear has advocated for is her own Lumbee Tribe of North Carolina. From 1988 to 2011, she represented the tribe’s effort to win federal recognition.

Locklear was described in an American Bar Association publication as “a pioneering attorney in Native American law.” In 1984, she became the first Native American woman to appear before the U.S. Supreme Court.

As lead counsel in two cases, Locklear prepared the brief and presented the oral argument to the nation’s highest court.  In 1984, she successfully challenged South Dakota’s authority to prosecute a member of the Cheyenne River Sioux Tribe for on-reservation conduct in Solem v. Bartlett. 

In 1985, Locklear represented the tribe in Oneida Indian Nation v. County of Oneida, in which she argued that tribes have a federal common law right to sue for possession of tribal lands taken in violation of federal law. The Oneida case is the seminal case upon which all other land claims litigation have since been based.

In addition to her significant litigation experience, Locklear is a nationally recognized expert in the area of federal recognition of Indian tribes. She is well-versed in the legislative process as well, having successfully represented the Fort McDowell Yavapai Nation in the settlement of its water rights.

Locklear began her career as an attorney at the Native American Rights Fund in Boulder, Co., and later transferred to the Washington D.C. office, serving as directing attorney.

She has received numerous awards for fostering the development of women, among them a 2008 honor for her contributions to the American Indian community by the Conference of American Indian Women of Proud Nations. Locklear holds honorary doctorates from The State University of New York at Oneonta (1990), North Carolina State University (2007) and The College of Charleston (2012), her alma mater.
