Any student, faculty or staff member, or visitor to the campus who has experienced, witnessed, or has knowledge of gender-based harassment and/or discrimination, or other forms of sexual violence (dating violence, domestic violence, stalking, or sexual assault) should report the incident immediately to the Office of Title IX and Clery Compliance (Title IX Coordinator & Clery Compliance Officer or the Campus Investigator). Reports may also be made to a deputy Title IX coordinator, Police and Public Safety, director of Student Conduct, or the CARE Team.
UNCP employees (including student employees) designated as Officials with Authority and Mandated Reporters have a duty to report to the Office of Title IX and Clery Compliance any knowledge or information regarding an alleged sexual misconduct violation. All Mandated Reporters are identified by their job descriptions and they and their obligations and duties are discussed on this Title IX and Clery Compliance website.
UNCP employees (to include student employees) designated as “Campus Security Authorities” (CSA) have a duty to report to the Office of Title IX and Clery Compliance any knowledge or information regarding alleged sexual violence (dating violence, domestic violence, stalking, and sexual assault). Should the Complainant (victim) wish to report to Police and Public Safety, the CSA should also report to campus police. All CSAs are identified by their job descriptions and they and their obligations and duties are discussed on this Title IX and Clery Compliance website.
Officials with Authority (OWAs), Mandated Reporters, Campus Security Authorities, and all others should use the Sexual Harassment Reporting Form to file a complaint with the Title IX Coordinator & Clery Compliance Officer. Complaints may also be filed in person, email, or by phone (910.521.6281).
Sexual violence offenses may also be reported to Police and Public Safety (910.521.6235); however, victims of sexual violence have the right to file or not file a report with campus law enforcement. With authorization from the Complainant (victim), CSAs should report sexual violence offenses to Police and Public Safety via their Campus Police Reporting Form.
If the incident occurred outside the jurisdiction of the university police, Police and Public Safety will assist the Complainant (victim) in reporting to the proper authorities, e.g., the Pembroke Police Department or the Robeson County Sheriff's Department, depending on where the incident occurred. Police and Public Safety will also assist in notifying the police department of another municipality or county if the incident occurred within another township, city, or county.
Sexual assault, sexual exploitation, and other forms of sexual misconduct and violence may also be reported to the Southeastern Family Violence Center (800.742.7794) and/or the Robeson County Rape Crisis Center (910.739.6278).
The welfare of students in our community is of paramount importance. As such, the university encourages all students, faculty, and staff to offer help and assistance to others in need. Sometimes, survivors and witnesses/bystanders are hesitant to report to university officials because they fear they themselves may be accused of policy violations, such as underage drinking or drug use, at the time of the incident. It is in the best interests of the campus community that as many survivors and witnesses/bystanders as possible choose to report to university officials. To encourage reporting, the university pursues a policy of offering survivors and witnesses/bystanders limited immunity from being charged for certain policy violations related to the sexual misconduct incident. While policy violations cannot be completely overlooked, the university will provide educational options, rather than punishment, to those who offer their assistance to others in need.
