I. Benefits of Using the UNC Pembroke World Wide Web The World Wide Web serves the University in many ways. For the external community, the UNCP web site provides information about our mission, our academic programs, our policies and procedures and our services. Departmental pages expand recognition of our academic programs, increase program enrollment and promote University recruitment. Professors and students use web pages to enhance and enrich the instructional process. Faculty and staff communicate and collaborate with distant colleagues through our web site. The possibilities are endless for using our web site to broaden recognition of the University and to communicate with potential students, colleagues across the world and the community at large. II. Applicable Laws and Regulations As these possibilities become reality, we must be sensitive to how use of the World Wide Web and UNC Pembroke's web site fit into federal, state, local and UNC Pembroke regulations, including restrictions on printed publications. This also includes the Family Educational Rights and Privacy Act that requires personal information such as an individual's home address or phone number not be made available for public access without giving that individual an opportunity to withhold it. Any copyright or trademarked material used on any page must be marked with the appropriate copyright or trademark symbols. This regulation applies to all published material whether the copyright notice is implicit or explicit. A signed release from the copyright holder must be on file if photographic, video or film images or audio clips are used. III. Publishing The UNC Pembroke web site is available to official departments, offices, committees and organizations of the University; currently employed faculty and staff; currently enrolled students; and student organizations recognized by the Office for Student Affairs. A group may apply for group space on the UNCP web server with approval of the chair, director or organization administrator. The group must appoint a Web Information Coordinator (WIC), a member of the faculty or staff, who will be responsible for the information placed in the group's storage and for write access to the storage. The WIC will also oversee the development and publishing of group web pages and will be responsible for ensuring that group pages adhere to all University web page requirements. The group administrator will notify the University webmaster of any changes in the group's WIC and will act for the group when the WIC is unavailable. Any faculty, staff or student may apply for personal storage space on the UNCP web server. The applicant assumes responsibility for information within the space and for the conformity of that use of space to University web page requirements. Information stored on personal pages must be relevant to the individual's role at the University or serve to enhance the quality of the University's web site. The space cannot be used by the applicant for personal business or personal gain. Personal pages will be removed when an individual's affiliation with the University ends. All personal home pages must carry the following disclaimer:
IV. Content of Web Pages Information published on the UNCP web site must be consistent with UNC Pembroke's mission of a balanced program of teaching, research and service. Each web page must contain a descriptive title in the page header, the name of the person responsible for the page, a "mailto" link for the responsible person, and the date last updated. For group pages, the "mailto" link may use the e-mail alias for the group. Resources for designing web pages may be found at the University Computing and Information Services web site ( www.uncp.edu/ucis ). Policy Administration The policies will be carried out by the Director of University Computing and Information Services. Questions and concerns about the policies should be addressed in writing to the Director. When misuse of University computing resources or data occurs, the Director may suspend access of the user who appears to be the cause. Such action will be communicated to and discussed with the suspended individual, the WIC and the responsible administrator as appropriate. If the Director of University Computing and Information Services deems that information stored on the University computing resource violates the policies of this document, access to that information may be temporarily suspended, pending prompt adjudication. Appropriate actions resulting from violations of web site policies will follow existing policies governing students as found in the Student Code of Conduct and the Academic Honor Code. Such actions could include suspension or loss of access to University computing resources or suspension or expulsion from the University. Inappropriate use of the web site by faculty or staff may result in review for disciplinary action as described in the Faculty Handbook or Personnel Policies and Procedures Manual. Results of this review may include suspension of or loss of access to University computer resources, or other penalties listed in the Handbook or Manual. Appeals of any penalties assessed under these web page policies will follow appropriate grievance procedures as stated in the Faculty Handbook, Personnel Policies and Procedures Manual or Student Handbook. VI. Responsibility of the University UNC Pembroke encourages those affiliated with the University to make full, appropriate use of the World Wide Web site. However, the University cannot guarantee the accuracy or completeness of the information published or stored on the UNCP web site. The University is not liable for any damages of any kind arising from the submission, installation, maintenance, transmission, copying, modification, distribution or use of any materials on the site. Nor is UNCP responsible for errors of information provided on the sites; the materials are provided "as is" without warranties of any kind. Thus, the information should not be used as an exclusive basis for decision making. UNC Pembroke does not guarantee that the site will function error free or uninterrupted or that loss of privacy, theft of information, damage or loss of data arising directly or indirectly from the absence or failure of security protection mechanisms will not occur. Thus, UNCP cannot be held liable for any consequence of placing sensitive information on the web site. Those storing information on the UNCP web site represent and warrant to UNCP that the installation, copying, distribution and use of such materials in connection with the UNCP web site will not violate any other party's proprietary rights; nor does this information contain libelous or defamatory statements. Information on group or personal web pages does not constitute official University content, nor sponsorship of content.
