Motor vehicles, including two-wheeled motor vehicles, driven or parked on campus by students, faculty and staff must be registered and display a current UNC Pembroke official parking permit fees for permits are:
All permits expire August 31 and only one permit will be sold to each student or employee. Permits sold after January 1 will be half price. Students who own or keep a motor vehicle on campus must register the vehicle in his or her name. Vehicle Registration fees are non-refundable. *Graduate assistants are not allowed to purchase faculty/staff permits. Resident students must park in assigned residential lots. Faculty/Staff and Commuters may park in their respective assigned areas, or General parking if their lot is full. Violators will be issued citations. Assigned parking is enforced from 7:30 a.m. thru 5:00 p.m. daily MONDAY - FRIDAY.
A temporary permit may be purchased from the Cashier’s Office for $5 and is valid for one (1) week. Each faculty/staff or student may purchase a maximum of four (4) temporary permits per semester. The temporary permit should be displayed on the vehicle's rearview mirror and should be clearly visible from the front of the vehicle. A temporary permit is not to replace or be used in place of a permanent permit.
If a permit is lost or stolen, it should be reported to the University Police 521-6235 immediately. Once the report is on file with the police, a replacement permit may be obtained from the Cashier’s Office for $1. The original permit is then automatically invalid.
MOVING VIOLATIONS will be processed through the court system as prescribed by North Carolina General Statutes. Convictions are reported on the individual’s driver’s license record maintained by the North Carolina Department of Motor Vehicles. Moving violations include but are not limited to:

payable at the Cashier’s Office in Lumbee Hall 8:00am to 5:00 pm Monday
through Friday.
***Commercial and personal vehicles are not allowed to operate on campus with tinted windows which prevent a minimum of 35% light to pass through. ***UNC-Pembroke has a zero tolerance policy for littering. Violators will be issued citations.
It is unlawful to: alter any parking permit or other device indicating eligibility to park on campus, transfer a permit to another person, and/or display a permit which has been reported as lost or stolen. Such permits will be confiscated without refund. Violators will be processed through the campus judiciary system where the minimum penalty will be loss of driving privileges on campus for one calendar year, and he/she may also be prosecuted under NC General Statute 14-71.1.
Any vehicle parked in violation of these regulations may be removed to a storage area. The fee for the removal constitutes a lein on the vehicle, and the vehicle will not be released to the operator until the removal and storage fees have been paid. If the operator of the vehicle to be towed returns prior to the tow-truck moving the vehicle, the operator will be charged the standard impoundment fee.
Any employee or student who, becaue of a short-term illness or permanent disability requires a vehicle on campus, must apply for a parking permit to park in an accessible space. The individual is responsible for providing all information necessary to process and review their request for an exception due to a disability. A current state-issued handicapped placard is required for long-term disabilities.
Any person is cited for violations of the Ordinance with respect to parking illegally more than five (5) times in a period of 12 months, the Director of Police & Public Safety may cancel any parking permit issued to the person without refund of any portion of the fee paid and the person’s name will be placed on a list of “repeat offenders" and the individuals vehicle is subject to towing. If the same person receives another violation within 90 days or within the same 12 months, his/her name will be forwarded to the appropriate agency for disciplinary action.
TRAFFIC APPEALS BOARD A Traffic Appeals Board is appointed each year by the Chancellor. The board has the authority to review violations to determine whether or not a violation has been properly established. The board has the authority to void or reduce any citation when a violation of the Campus Traffic Regulations is not shown, but does not act as a substitution for public authority when it applies. The Traffic Appeals Board will meet the 2nd & 4th Wednesday of each month from 10:00 a.m. until complete in the Chavis University Center Conference Room #251 __________________________________________ If a person feels his/her vehicle has been unjustly ticketed, he/she may file an appeal by completing an “appeal form” which is on the reverse side of the citation, or a blank appeal form may be obtained from the University Police/ Traffic Office. If no appeal is filed within sixteen (16) days of issuance of the citation, it is conclusively presumed that the assessment is in order. The Traffic Appeals Board will not consider appeals based upon: lack of space, ignorance of regulations or inclement weather. Once a ticket has been assessed by the Traffic Appeals Board their decision is final.
Visitors are welcome to the UNC Pembroke campus. There are visitor parking spaces available throughout the campus. However, these spaces are limited to one-hour parking and they are not for students, faculty or staff. If you are visiting our campus for more than one hour, you are required to stop at the Cashier’s Office in Lumbee Hall and obtain a visitor’s parking permit. Those who will be visiting campus for more than one day will be charged a $5 permit fee.
Except as other wise provided by ordinances adopted by the Board of Trustees of UNC Pembroke, all of the provisions relating to the use of highways of the State and the operation of motor vehicles thereon shall be applicable to all streets, alleys, driveways, parking lots, on property that is owned or leased in whole or in part by the State of North Carolina, and which includes the campus of UNC Pembroke. Ordinances relating to pedestrians and vehicular traffic and parking on the campus of UNC Pembroke have been adopted and approved by the Board of Trustees and are enforced by the University Police 24 hours a day, 7 days a week. All persons, incuding students, faculty and staff who operate, own or drive a motor vehicle on the campus of UNC Pembroke are subject to these ordinances. YOU ARE RESPONSIBLE FOR YOUR VEHICLE. IF YOU LOAN YOUR VEHICLE TO ANYONE AND THEY RECEIVE A CAMPUS CITATION YOU ARE RESPONSIBLE FOR THE CITATION. University parking areas will be zoned, reserved or restricted, (refer to the map for the designation of specified areas). Parking is prohibited on campus except in lots, streets, and areas indicated in the Ordinances. Legal parking at all times is restricted to the spaces as they are maked for parking. Faculty/Staff and students must park in thier respective assigned areas, or in GENERAL parking (Lot #14, #23 & #24) if their area is full. Violators will be issued citations. Assigned parking is enforced from 7:30 a.m. thru 5:00 p.m. MONDAY-FRIDAY. Remote parking lots marked as "Day Lot's" are for general parking at a reduced rate and available 7:30 a.m. - 5:00 p.m., MONDAY-FRIDAY. Reserved parking can be arranged in advance by contacting the Traffic Office. Conference guests will be required to display temporary parking permits. The sponsoring department should obtain these in advance through the Cashier's Office. All bicycles operated and/or parked on campus must be registered with the Traffic Office. Bicycle permits must be affixed to the front wheel forks or handle bars. Bicycles must be parked and/or chained only to bicycle racks, and can not be chained to light poles, handrails, benches, and/or parked so as to impede pedestrian traffic in or near buildings. Every person operating a bicycle is required to adhere with traffic control devices and rules of the road. Pedestrians always have the Right of Way on campus streets, lots and walkways. A Traffic Control Board is appointed each year by the Chancellor of the University. The boards consists of nine regular members: four students, two faculty, three staff, and the Direcotr of Police & Public Safety, who serves in an Ex Officio capacity. The Traffic Control Board operates as an advisory group that makes recommendations regarding traffic control, parking designations, vehicle registration, violations and penalties. The recommendations of the Board are subject to final approval of the Chancellor and/or the Board of Truestees. Anyone having a suggestion regarding regulations of traffic and parking should make it known to the Board through the Director of Police & Public Safety at 521-6690.
Parking bills are mailed once a semester. The University may arrange for the collectionof unpaid debts against students, faculty and staff in the following manner: 1. Debts owed by
