Project on Crisis and Emergency Leadership (PCEL) offers education, training, research and professional services focused on the ENTIRE emergency community. While other programs focus on a specific phase of the disaster cycle, type of incident, or sector of the response community, we approach Crisis and Emergency Leadership from an all-hazards, all-phase, and all-community approach.
