Policies

DoIT 05 03 - Public Internet Access Policy Program


Approved, June 1, 2003

The University of North Carolina at Pembroke’s Public Internet Access Policy sets forth the standards by which authorized public users (“Guests”) may use their assigned computer systems, peripheral accessories, computer accounts and the shared UNCP University network. The Public Internet Access Policy is an extension of UNCP’s Appropriate Use Policy (AUP). In any case in which the AUP and this policy conflict, the most restrictive policy shall apply. The use of UNCP's computer and network resources including all electronic communication systems and equipment (all collectively referred to as the "UNCP technology infrastructure") is a revocable privilege. By using or accessing the UNCP technology infrastructure, Guests agree to comply with this policy and other applicable UNCP policies, UNC policies, as well as all applicable Federal, State, and local laws and regulations. Using and/or accessing the UNCP technology infrastructure without proper authorization are strictly prohibited.

Guests are responsible for being aware of any changes to this policy. The UNCP technology infrastructure is provided to support UNCP University business and its mission of teaching, research and service. Any other uses that jeopardize the integrity of the UNCP technology infrastructure, the privacy or safety of other users, or that are otherwise illegal are prohibited.

Guests must complete a written application and provide a photo identification to receive a Public Internet Access Account. Guests are permitted access to desktop computers located in specific areas of the campus designated for Public Internet Access, to the peripherals attached to those computers, to the Internet through those computers, and to any applications which may be made available to Guests on those computers. Guests are not permitted access to any other computers or resources on UNCP’s technology infrastructure. Guest accounts do not include access to UNCP’s email, file storage or web hosting services. Guests may not save copies of their data, or download or install software on any device on UNCP’s technology infrastructure.

Because UNCP does not filter content, Guests must be eighteen (18) years of age or older. A responsible adult 18 or older who has a Guest account must accompany visitors under the age of eighteen who wish to use a computer in an area designated for Public Internet Access.

Guests may use any computer within an area designated for Public Internet Access unless that computer is otherwise identified as not available for Guest use. Students, faculty and staff of UNCP have priority over Guests and a Guest must surrender a computer to a student, faculty or staff member if no other machines are available in the area designated for Public Internet Access.

Guests may use any software made available to them on any desktop computer available for Public Internet Access. However, license restrictions or other concerns may preclude UNCP from making all software stored on a desktop computer available for Guest use. In these cases, Guests are prohibited from searching the computers and/or circumventing any security measures in order to make use of that software.

Guests are required to follow all restrictions as set forth in the UNCP AUP. Guests are specifically prohibited from using UNCP’s computers or network resources for sending or propagating spam or chain email messages, scanning any network or computer, launching any sort of attack on any network or computer, including Denial of Service (DoS) or Distributed Denial of Service (DDoS), connecting to or logging into any computer for which they do not have specific permission, attempting to circumvent or subvert UNCP system or network security measures, installing or making copies of any software, or engaging in any other activity that does not comply with the general principles described herein or in the AUP.

As stated in the UNCP AUP, the university expressly reserves the right to impose any restraints or monitor the content or communications, data or other information on the UNCP technology infrastructure. Guests have no Constitutional expectation of privacy in any information in the UNCP technology infrastructure. UNCP cannot guarantee the confidentially or integrity of or any Guests continuing access to any information or data stored or transmitted on UNCP’s network because of the possibility, despite UNCP’s best efforts, of unauthorized access by third parties (“hackers”), failure of equipment (“system crashes”), or some other event. Guests are reminded that UNCP may be required to disclose any information transmitted or stored on the UNCP technology infrastructure that is determined to be a public record and not otherwise exempt from disclosure under applicable law. Guests should consult the AUP for further explanation of these points.

Violations of this or related policies will be handled as described in the AUP.
