Employment Procedures For EPA Non-Teaching

Purpose:

This policy sets forth procedures to be followed in the recruitment and hiring process for EPA Non-Teaching positions.

Scope:

This policy applies to all EPA Non-Teaching employees (except Board of Governor appointees).

Policy:

When an EPA Non-Teaching position is created or vacated and must be filled, the Request for Posting Position form must be obtained from Human Resources and completed.  The appropriate Vice Chancellor or Chancellor must approve the request and it must be returned to Human Resources.

The Request for Posting Position serves as notice to Human Resources that a position is open, duration of vacancy, location of position, and requirements of the position.

The advertisement, receipt of applications, and screen/interviewing process is the responsibility of the employing unit.  When the selection process is complete, the Equal Employment Opportunity (EEO) letter and the completed EPA application are sent to the Director of Human Resources.  The EEO letter will state the number of applicants for the position, number interviewed, a breakdown of race and gender of the applicants interviewed, and justification for selection of the successful candidate.

The EEO letter must also contain the requested salary and the effective employment date of the successful candidate.  The Director of Human Resources will notify the supervisor of the approved request by returning a signed copy of the letter.

Appointments to EPA positions will be made by the Chancellor.  The Director of Human Resources shall be consulted regarding the required information to be contained in the appointment letter.

At the conclusion of the employment process, all applicant records and response letters will be submitted to Human Resources to become a part of the permanent file and for EEO record keeping.

During the first week of employment, the Human Resources Office will contact the supervisor to schedule the employee's benefit orientation.

Supervisors of EPA Non-Teaching positions are responsible for notifying Human Resources of terminations, resignation, leave of absence, or any action that affects payroll.
