Police and Public Safety Policy PS 09 00i
A. Purpose. To outline the policy and procedures relating to the implementation of The University of North Carolina at Pembroke's procedures for conducting self inspections.
B. Scope. This applies to The University of North Carolina at Pembroke, all University employees and activities.
C. Policy. It is the policy of this University to protect all employees, students, and visitors through an inspection program. Current health and safety directives, codes, regulations, and procedures will be covered while conducting inspections.
D. General.
The University Chancellor will appoint a campus Safety Officer. All faculty and staff will be cooperate with him/her in all matters pertaining to personnel and student safety.
All supervisors and instructors shall be responsible for safety programs in their classes/labs/shops/area. This shall include, but is not limited to, the following items:
1. Enforce established safety rules within area of instruction.
2. Correct unsafe actions by students/personnel when observed.
3. Eliminate unsafe conditions within their area.
4. Bring to the attention of the Safety Officer unsafe conditions in their areas that they cannot resolve or correct.
5. Participation in safety programs/surveys as required.
6. Provide safety programs to students in their area.
7. Provide written answers in response to safety surveys/audits of their area.
A member of the Office
of Safety and Health will be appointed to conduct safety inspections (self-inspections)
of all buildings and grounds annually, submitting written reports of all
discrepancies noted.
The Safety Officer will audit all facilities/grounds annually. A written
report of all discrepancies noted will be sent to the University Chancellor
by the Safety Officer, with copies of the report to the appropriate staff/administrator.
It will be the responsibility of the Safety Officer to see that the discrepancies
that have been noted on any audit have been referred to to the proper
personnel for corrective action. A written report with all corrective
actions taken will be required within 30 days following the audit.
Supervisors and instructors will survey each lab/shop/classroom at least
once every quarter and a written list of discrepancies will be turned
in to the Safety Officer.
Categories of items that need to be inspected are:
1. Environmental (lighting, dust, gases, sprays, noise).
2. Hazardous supplies/materials (flammables, acids, caustics).
3. Equipment (mills, lathes, presses, shapers, drills).
4. Power equipment (boilers, motors, generators).
5. Electrical equipment (switches, breakers, fuses, outlets, connections).
6. Hand tools (wrenches, screwdrivers, hammers, small power tools).
7. Personal protective clothing (hard hats, safety glasses, safety shoes).
8. Personal service/first aid facilities (drinking fountains, first aid supplies).
9. Fire protection equipment (alarms, extinguishers, hoses, sprinklers).
10. Walkways/roadways (ramps, docks, sidewalks, aisles).
11. Elevators (controls, wire ropes, safety devices).
12. Working surfaces (ladders, scaffolds, platforms).
13. Material handling equipment (cranes, dollies, hoists, chains, ropes).
14. Transportation equipment (auto, trucks, vans, forklifts).
15. Warning devices (sirens, lights, horns, bells, signs).
16. Containers (scrap bins, drums, solvents cans, gas cylinders).
17. Storage facilities (bins, racks, lockers, cabinets, closets).
18. Structural openings (windows, doors, stairways, shafts, pits).
19. Buildings/structures (floors, roofs, walls, fences).
20. Miscellaneous (any items not covered by preceding categories).
