Joshua D. Malcolm first joined UNC Pembroke in 2008, as assistant general counsel, and several months later was appointed to the position of general counsel. He was previously assistant general counsel at Fayetteville State University for 3 1/2 years. In his role, Mr. Malcolm is the chief legal officer for the university, handling a wide range of higher education issues including civil, contractual, financial, employment, and policy matters. He is also assistant secretary to the board of trustees overseeing various administrative functions of the board.
Mr. Malcolm earned his Bachelor of Arts degree from UNCP in 1992, and was a distinguished graduate of the Reserve Officer Training Corps (ROTC) program. He served on active duty in the U.S. Air Force for seven years as a Captain and C-130H Evaluator Navigator. Upon leaving the Air Force, Mr. Malcolm earned a Juris Doctor from N.C. Central School of Law in 2004, where he was the first recipient of the Julian T. Pierce Scholarship. In addition to his duties at UNCP, Mr. Malcolm has served as chair of the N.C. Bar Association, Education Law Section, and currently serves on the board of trustees for Scotland Health Care System, as well as the N.C. State Board of Elections.
Assistant General Counsel
Kelvin Jacobs joined the Office of the General Counsel's staff in January 2015 as the assistant general counsel. Formerly with Legal Aid of North Carolina, Mr. Jacobs earned his doctor of jurisprudence from North Carolina Central University. He served in the U.S. Air Force as a captain.
Mr. Jacobs provides legal advice to academic and administrative offices across campus; reviews, drafts, and negotiates university contracts; and drafts legal documents and memoranda of law. He also assists with matters of compliance with state and federal law; drafts, reviews, and revises university policies and conducts trainings on those polices; and he oversees grievance proceedings.
Tina Rodgers joined the chancellor’s staff in 2011 and became a staff member in the general counsel’s office in late 2014. She studied mass communication at UNC Pembroke, earning her bachelor’s degree in 2013.
In her position with the general counsel’s office, Ms. Rodgers oversees the university’s policies and regulations, including researching laws and statutes for their interpretation. She also is the recording secretary to the Board of Trustees, ensuring accurate meeting minutes, providing notices of public meetings, preparing resolutions, and maintaining an account of action items.
